Well, the name of the child is Jacob Philadelphia, the New York Times reports. He is the young son of Carlton Philadelphia, a White House staffer who is now posted to Afghanistan with the US State Department.

Carlton took his family to the Oval Office for a photo to mark the ending of his posting on the National Security Council. When the family began posing for photos, Carlton told the President that his son had a question for him.
“I want to know if my hair is just like yours,” Jacob asked according to the New York Times.
Here’s what The Times says happened afterwards:
“I want to know if my hair is just like yours,” he told Mr. Obama, so quietly that the president asked him to speak again.
Jacob did, and Mr. Obama replied, “Why don’t you touch it and see for yourself?” He lowered his head, level with Jacob, who hesitated.
“Touch it, dude!” Mr. Obama said.
As Jacob patted the presidential crown, Mr. Souza snapped.
“So, what do you think?” Mr. Obama asked.
“Yes, it does feel the same,” Jacob said.
Carlton’s father says it truly was an important moment for his son and other black boys:
“It’s important for black children to see a black man as president. You can believe that any position is possible to achieve if you see a black person in it,” said Mr Philadelphia.
President Obama doesn’t delve into issues of race as often as many would like him to. But this photo proves that he doesn’t have to say much at all. Jacob, now eight, says he wants to be President someday. Or a test pilot.
